Hughes Collective is pleased to present an exciting opportunity on behalf of our client.

Position Title: Paving Project Manager

Location: Saskatoon, SK

Schedule: Monday to Friday

Our Client

PBN Construction is more than a construction company. Proudly Indigenous-owned, PBN has grown from a northern-focused operation into a diversified, Saskatchewan-based organization with a strong and expanding footprint across the province. From large-scale earthworks to complex, multi-million-dollar infrastructure and mining support projects, PBN is known for reliability, safety, and a commitment to doing things the right way.

Beyond traditional construction, PBN plays a critical role in supporting mining operations, delivering project management, site supervision, underground construction, maintenance, and heavy equipment operation. Their teams work where the action is: in high-performance, industrial environments that demand precision, safety, and teamwork.

At the core of PBN’s success is a culture rooted in accountability, continuous improvement, and pride in craftsmanship. If you’re a skilled trades professional who values safety, respects the work, and takes ownership of doing the job right, you’ll fit right in.

The Opportunity

Every successful paving project begins long before the first truck arrives on site.

There are schedules to build, budgets to manage, equipment to coordinate, and crews to align. Materials need to arrive on time. Production targets need to be met. Clients expect quality. And every decision made today impacts tomorrow's progress.

This is where you lead.

As a Paving Project Manager, you're responsible for overseeing the full lifecycle of asphalt paving and road construction projects across Saskatchewan. You'll provide leadership and direction to project teams while ensuring every project is delivered safely, efficiently, on schedule, and within budget.

Some days you'll be reviewing schedules and coordinating resources. Other days you'll be on-site supporting operations, managing stakeholders, or resolving challenges before they impact production. Through it all, you'll be balancing safety, quality, timelines, and financial performance.

It's fast-paced. It's challenging. And it's an opportunity to make a lasting impact on infrastructure projects across the province.

Key Responsibilities

As a Paving Project Manager, you will work collaboratively and are responsible for:

1. Project Planning & Execution

  • Manage all phases of paving and road construction projects from pre-construction planning through project close-out.
  • Develop and maintain project schedules, budgets, work plans, and resource allocation strategies.
  • Coordinate crews, subcontractors, suppliers, and equipment resources to ensure efficient project execution.
  • Support estimating, tendering, planning, and project close-out activities.

2. Budget & Cost Control

  • Monitor project performance, budgets, production targets, and timelines.
  • Track costs and identify opportunities to improve project efficiency and profitability.
  • Review and manage change orders and project documentation.
  • Identify project risks and implement mitigation strategies to reduce delays and cost overruns.

3. Reporting & Stakeholder Management

  • Prepare and review project reports, progress updates, and performance metrics.
  • Maintain strong relationships with clients, consultants, municipalities, and project stakeholders.
  • Communicate project status, risks, and key milestones effectively to all parties.
  • Ensure client expectations are met while maintaining project objectives.

4. Quality & Compliance

  • Ensure all work complies with contract requirements, project specifications, and industry standards.
  • Review construction drawings, specifications, and contract documents to support project delivery.
  • Promote quality workmanship and continuous improvement across all paving operations.
  • Ensure compliance with environmental regulations and operational requirements.

5. Safety Leadership

  • Champion a strong culture of safety throughout all project activities.
  • Ensure compliance with company safety programs, policies, and procedures.
  • Support safe work practices and regulatory compliance across all project sites.
  • Lead by example and promote accountability for safety at every level of the project team.

Qualifications

To be successful in this role, you will bring:

The Essentials (Hard Skills):

  • Degree, Diploma, or Certificate in Civil Engineering Technology, Construction Management, or a related discipline; equivalent industry experience will also be considered.
  • Minimum 5 years of project management experience in paving, road building, civil construction, or a related field.

  • Demonstrated experience managing project budgets, schedules, and construction teams.
  • Strong understanding of contracts, procurement processes, and project risk management.
  • Proficiency with Microsoft Office and project management software.
  • Ability to read and interpret construction drawings, specifications, and contract documents.
  • Valid driver's licence and willingness to travel to project sites as required.

The Intangibles (Soft Skills):

  • Strong leadership and decision-making abilities in dynamic construction environments.
  • Excellent organizational, communication, and stakeholder management skills.

  • Commitment to safety, quality, teamwork, and continuous improvement.
